Yikes, that's a lot of forbidden cards, especially all those weaker cards that seem to be just thrown in there.
I'm gonna need a while to really get a grip on this and actually put some thought into it. :P

The majority of the cards on the list are simply unreleased in all regions that will be attending the World Championship. For example, the UDE-run TCG does not have The Duelist Genesis yet, so that entire set is unusable for the event.

It seems that the list is comprised of the actual Forbidden List, cards unreleased in the TCG, cards unreleased in the OCG, the McDonald's Promo cards, various Shonen Jump Promo cards, and even three SJC prize cards (Doomcaliber Knight, Gold Sarcophagus, and Des Volstgalph).

The SJC Prize Cards being Forbidden for use makes sense, as they are relatively easy to obtain in the OCG, and very much harder in the TCG, since they are only available at Shonen Jump Championships, and those are only held in America, alienating an entire region of the TCG from using them.

MDP2 seems odd, but I suppose it's possible that they banned use of its contents because it was a (North?) America-only set. I'm not sure if that's true, so if someone can confirm it, that'd be appreciated.

JUMP Promos I believe are also released only in America, so even Stratos is not permitted (which is also an oddball decision, as Rigorous Reaver is only released in CP06 and isn't listed, as well as Stratos being printed as PT03-EN002).

It wasn't just a North American thing. Here in Australia we got the set in the Happy Meals. But we didn't get MDP1 (McDonald's Promo Set 1). Hope that helps. And we don't get Shonen Jump either, we gotta import.
What about the rest of the world?

Technically, this list should be a lot longer, as the cards not allowed share the following properties:

* OCG Cards that do not have a TCG Release
* TCG Cards that are not widely available
* TCG Cards that do not have an OCG Release

So, technically, a lot of the "Vanilla" cards from the earlier sets, as well as a lot of Promo Cards that arn't listed (Such as "Mystical Refpanel"), the Machiner's, etc. Also, the cards from CSOC would be Banned, because we don't have it in the TCG yet, just as is pointed out for The Duelist Genesis, and the new cards in Starter Deck 2008. The new cards from both Duel Terminal sets would also be banned.

Also, DON'T MAKE A CARD IF YOU THINK IT MAY END UP ON THE BANNED LIST SOMEDAY!!!

Sorry. This stuff should not happen to people. Some work so hard and give up good cards,just to make a great deck. Then Upper Deck just stomps on their work.
